RADIUS Client Can't Connect After Unauthenticated Network Issue

Hello,

Two months ago we had an issue with our primary domain controller saying that the network was "Unauthenticated." I ran the following commands that corrected the issue:

Set primary DNS of each DC to opposite DC, set secondary DNS to itself, set third DNS to 127.0.0.1.  Ran these commands and rebooted:
netsh winsock reset catalog

netsh int ipv4 reset reset.log

netsh int ipv6 reset reset.log

This resolved the issue, however, the our firewall that uses RADIUS to connect users to VPN stopped working.  I didn't realize that it wasn't working on the primary domain controller until yesterday when the second domain controller had the exact same issue with the "unauthenticated" network.  I did the same commands on the second domain controller and then no one was able to connect to the VPN after that.  I'm not seeing anything in the logs that the firewall is even making contact.  I tried recreating the RADIUS client, connection policy and network policy in NPS, but that did resolve the issue. 

There are other RADIUS clients that are still able to connect, so I'm not sure what the culprit is here.

Any ideas one what would be causing this?
