Network policies "Processing Order" messed up

I am having an issue with the processing order on my NPS network policies.

For some reason there are two "3"s and no "4", so my processing order goes 1,2,3,3,5,6,7 . This makes the two items with the same processing order value to swap places and not stay in the order I set them in (they seem to go alphabetically instead).

Is there a place for me to fix this messed up order? I've tried moving things up or down, but there always seems to be two 3s.
